Columnar Blue Spruce (Picea p. 'Glauca Fastigiata) grows about 10' tall and 3-4' wide; Thuja occidentalis 'Degroot's Spire' (Degroot's Spire Arborvitae), or Juniperus Icee Blue (Icee Blue Juniper) are all good choices for your gardening region.
