Hybrid roses are grafted onto a vigorous rootstock - usually a rugosa or rambler rootstock. It sounds to me as though you either pruned off the grafted hybrid rose or the graft was damaged during handling or planting. What you have now are sprouts from the rootstock, not the grafted Blue Girl. I'd replace the rosebush - unless you want an old fashioned rosa rugosa or rambler in your landscape. Best wishes with your garden.
