My Hosta "Elegans" is in its second season and still has not turned blue. Is there anything I can do to help it turn blue?

Hosta sieboldiana 'Elegans' has blue-green foliage covered with a pale, greying bloom. It does best in rich, moist soil, in shady conditions. If you've given your plant the environment it likes best, and the leaves are green rather than blue, you may have a variety other than 'Elegans'. Sometime varieties are mis-named. Take one of the leaves with you to a nursery that carries hosta and try to match what you have with the specimens they carry. That should solve the mystery for you.
