Are the flowers of the foxglove suppose to fall off and have the leaves look as if they're dying or will they all come back to life?

When the flowers are spent you can cut the entire flowering stalk down to foliage level and foxgloves will send up a new flowering stem. If you allow the old flowers to develop seed pods, the stem will die and so will the plant. But it will come up again next year. What you describe sounds normal for a biennial foxglove plant.
