Foamy Spots on Leaves - Knowledgebase Question

I have seen some thing like a white foam? on the leaves of my black eyed susans and some of the heads of my alliums any idea what this is?

What you describe sounds like spittlebugs. These tiny little insect pests secrete a foamy substance that looks like spit. They cover themselves while they are feeding on leaf tissues so they won't be found by predators. You can simply hose them off your plants. That will get rid of the spit and expose them so they are more vulnerable to the elements and to predacious insects.
