Stunted vegetables can be the result of low levels of phosphate in the fertilizer solution. Or, sometimes this can be due to the low temperatures, especially for warm weather crops. Corn develops according to the hours of sunlight it receives. It sounds as though yours has received adequate sun and thinks it is time to develop ears. There's not much you can do about the weather, but you can have your soil tested to see if it is missing an important element or the pH's is too high or too low for vegetable crops. Good luck with your garden.
