I live in Minnesota and want to cut down an oak tree, or at least prune it. When can I safely do that to prevent oak wilt?

Winter months, when your oak tree is dormant is the best time to prune. If you avoid pruning during the growing season, you can avoid oak wilt disease. This is because the wounds attract insects that may be carrying the disease. So wintertime is best.
