Curling leaves can indicate insect feeding or a symptom of powdery mildew. If the leaves also have a white powdery coating, it could very well be powdery mildew. At this point in the season I recommend applying Bayer Advanced Disease Control for Roses, Flowers and Shrubs. Be sure to follow all label instructions for mixing and apply every 7-14 days for a total of 3 applications beginning at the first sign
of disease.
