My neighbor has some peach trees, and he would like to know what is the white powdery stuff on the bark of his trees. Also, can you give some tips on maintaining these peach trees, when to prune, spray, etc.

The white powdery stuff on the bark is probably white peach scale. It spreads quickly so control is important. Dormant Oil sprays will help control it as will summer applications of Horticultural Oil, a highly refined oil for use in the growing season. Direct summer sprays to the scale on the bark, minimizing contact with the leaves.

Peaches are pruned in late winter just before spring growth. Sprays for insects and diseases are usually required several times during the season. Synthetic and organic options exist for controlling most pests and diseases. Contact your county Extension office for detailed, information on fruit tree care, pest management and pruning, tailored to your area. By the way...what an unusual city name!
