Roses like to be the center of attention, so whatever you plant should grow lower, and be of a complimentary color. A general rule to follow is to choose annuals and perennials that have the same sun and water requirements as your roses. How about gallardia, coreopsis, aster, centaurea and campanula? For a blanket of color, try thyme, California poppy, or ice plant. Enjoy your roses!
