Which makes a better noise buffer; shrubs or a 6 foot high fence?

Shrubs will absorb more noise than a fence so I'd go with evergreen shrubs. If you plant tall, thick shrubs in a row and then smaller shrubs in front of them you will have a double barrier which will muffle even more noise. Firs, pines and junipers are good choices for tall evergreens; viburnums and spireas would be good medium height shrubs for your growing region. Hope these suggestions are helpful.
