|The area you describe will be difficult to plant because the soil beneath evergreens tends to be dry (due to competition from the tree roots), shady, and possibly acidic. But, there are many plants tolerant of these growing conditions. I've found a publication from the extension office that you might find helpful. It lists recommended plants along with their mature sizes, flower color, etc. I hope you find it helpful!
