Is it possible to reestablish a centipede grass lawn (given that the pH is correct) which includes weeds and other grasses, without rototilling and starting from scratch?

That really depends on which weeds and other grasses are present. Centipede is not a strong competitor with St. Augustine or Bermudagrass. Vigorous perennial weeds are also tough for centipede to overcome. Annual weeds on the other hand can be overcome by proper watering (1inch per week in 1 or 2 applications), mowing (set mower at 3 inches and mow every 5 to 7 days), and fertilizing (1/2 lb. of nitrogen in a 3-1-2 ratio fertilizer, applied in mid-April and early October) to encourage a thick, healthy turf. (Note: This fertilizer rate would be equal to 3 or 4 lbs. of 15-5-10).
