My black eyed susan vine is in a pot, and the foilage is full but it has not been blooming the last month. I have fertilized etc., but still no flowers. Any ideas for me?

The recent triple digit temperatures might have something to do with your Black Eyed Susan's reluctance to bloom. Plants typically don't grow or flower a lot when it is so hot. Or, it could be that your plant needs a little more sunshine. If it is not already getting morning sunshine and afternoon shade, move it to a spot where it will. If it already is getting a few hours of morning sun , you'll just have to be patient. It will flower when the weather is just right for it.
