When is the right time to harvest chamomile? Are the white petals left on the flower and brewed with the tea?

According to Rodale's Illustrated Encyclopedia of Herbs, if you're using Chamomile for teas, "carefully harvest the flowers for drying when the petals begin to turn back on the disk." The book is loaded with all kinds of useful information - perhaps your library has a copy. (ISBN# 0-87857-699-1)
