Should the dead flowers and stalks be removed on Stella D"Oro daylillies after they have bloomed? What is the best method to insure continuous flowering through the summer months?

Deadheading will make the plant look more attractive, and encourage more blooms. Stella D'Oro daylilies should bloom throughout the warm months, so keep those spent flowers (and stalks) removed.
