what is the white paint looking stuff on young trees. I think its to prevent growth in low branches. ????

The white paint is a diluted latex, sometimes called a whitewash. It is painted on the trunks of young trees to help them avoid sunscald and subsequent bark cracking. It won't prevent branches from growing but will confuse boring insects so they are not likely to attack the trees.
