It is 3+ years old, in full sun and I feed it bougainvillea food monthly. It is over 7 feet tall on a fence, healthy leaves, but very few blooms. Why?

Although you are feeding with bougainvillea fertilizer, I think monthly applications are too frequent. Bougainvilleas bloom on about a 6 week cycle. They grow, bloom, rest, then grow again. The flowers are produced on new growth. So, hold off on fertilizer for the rest of the season. Prune your plant back to encourage new growth. The plant will rest for a few weeks then send up new growth which, hopefully, will bloom. Enjoy your garden!
