I can't tell from your description whether you are dealing with a fungal disease or an insect such as red spider mites. Try hosing the webbing off with a strong stream of water. If it returns quickly, it's a fungal problem. If it does not return in about 30 days, it's a spidermite problem. If you cannot hose it off, it may be mealybugs. Once you determine just what it might be, send us another question with details about your tree and whether the problem is a disease or insect infestation. We'll do our best to help.
