My 3-4 yr old hibiscus is a beautiful bush with tiny buds that never open. It gets full morning sun and light afternoon sun. What is wrong?

Two problems come to mind - a fungal disease and an insect called bud worm. Remove one of the flower buds and cut it in half. Look for a small worm or for damaged petals. If you find none, a fungal disease is probably the culprit. You can use a copper based fungicide, according to label directions.
