Lack of water is the obvious reason, but you might also be dealing with cool season grasses. They thrive in the spring and fall when temperatures are cool but die out in the warm summer months. Warm season grasses thrive in the heat but die down in the cooler weather. So, if your lawn starts out green in the spring, turns brown in the summer and then greens up again in the fall, I'd say you have cool season grasses and no amount of water during the summer months will revive it. For a green lawn in the summer months you'll want to overseed with a warm season grass in late spring. Hope this answers your question.
