is it safe to buy plants & shrubs, when they have
yellow leafs with spots?.

Well.... it depends. Some plants drop their oldest leaves in favor of replacing them with new leaves. Sometimes the yellowing leaves will develop spots as they drop. The spots don't indicate any particular disease, just that the leaves are beginning to decompose. So if the yellowing leaves are on the inner parts of the plant or are the lowest down on the plant, it's safe to bet that they are the oldest leaves and are naturally being shed. On the other hand, if the yellowing leaves are near the tips of the stems, or if they are occuring all over the plant, I'd steer away from the plant, even if it has a bargain price tag.
