my oleander grows in clumps off branches. The clumps of multiple shoots soon die and turn brown. How can I trim the oleander to stop these clumps of growth?

Oleanders develop new growth at pruning cuts and where there are latent buds so you will either have to prune the stem down very low on the the plant (where there are fewer latent buds) or thin out the new growth as it is beginning to develop. The only other approach is to trim it with hedge trimmers so that it remains uniform in its growth habit.
