my grandma has a palm tree in her front yard it is huge and it needs trimming but she would like to know when is the best time to trim it if there is one? she wants to keep it health

You can trim the dead fronds off a palm tree at any time of the year. There's no specific time to do so. You can also prune off any green fronds that are hanging lower than 3 o'clock and 9 o'clock (if you can imagine the face of a clock). Don't prune any higher than that or you'll stress the palm. I've seen them pruned so severely that only two or three fronds are left. This makes the palms produce lots of leaves to replace the lost ones, but the trunk remains skinny instead of being able to fill out. Eventually the trunk grows so thin that it cannot support the fronds and the slightest wind snaps the top right off. So, prune as necessary but not too severely and your grandma's palm will remain healthy.
