Sometimes a white layer of fungal mycelium will form on top of organic mulch. It's a natural process of the decomposition of the organic matter. When this mycelium mat is obaserved, the mulch should be stirred with a stiff rake or pitch fork. It will disappear and will cause no problems with your plants.
