|Clay and rocks sound like just the right environment for a cactus garden. Your challenge will be in finding cold hardy cacti. Not many are available for your gardening region . Eastern Prickly Pear (Opuntia humifusa) is one that will thrive. Echinocereus fendleri is a solitary barrel/hedgehog cactus, Escobaria missouriensis forms a small clump, Pediocactus simpsonii (Mountain Ball Cactus) and Agave are all rated hardy for your gardening region. Perfect drainage is required for cacti so be sure to dig in some chipped granite or gravel to facilitate good drainage. Best wishes with your cactus garden!
