I know there is a time within the next few months that you are supposed to prune your roses to about a foot high so that you have good winter growth. But I can't remember when that is.

You can prune your roses down in December or in March, just when new growth appears, is the time to prune your roses back. Cut everything down to about 18" and then choose the strongest 3-5 canes and remove all the rest. Then prune these canes down to an outward facing bud, in the direction you want the new growth to take. Good luck with your roses!
