we are putting a raised effect on the lawn close to the street....any hints on how we do this

Sounds like you want to build a small berm or raised garden at the curbside. Before you pile up the topsoil, make sure that you won't be blocking any natural drainage. If you do, water will puddle on the lawn at the lowest point just where your new berm begins. You can address this by installing a curtain drain if water doesn't drain well. As for the raised area, all you need to do is raise the level with topsoil or garden soil from another part of your yard. After dumping the soil in the area rake to smooth it out so it has a natural or flowing appearance. You can keep the area weed free by installing a weed block fabric. Then cut holes or slits in the fabric for planting. When you've finished installing your plants you can cover over the weed barrier fabric between the plants with a mulch material - shredded bark or bark chips or even landscape rocks.
