Reddish green clump of tall grass with plumes. Is this a perennal, if so, would I trim this back and when.

Pennisetum setaceum rubrum 'Fireworks' is Variegated Purple Fountain Grass. It is not frost hardy so should be considered an annual in your gardening region (7B). In gardening zones 9-11 it is a perennial.
