Your crape myrtles should be mature enough to bloom so there's something else going on with them. Crape myrtles develop flowers on the new growth of the season. I wonder if yours are developing flower buds but then the buds are damaged by a late frost? If you notice late frost damage you can immediately prune it off which will encourage more growth and with any luck it will flower for you a little later in the season. Hope this works for you!
