Butterfly bushes are extremely slow to grow in the spring but once they do, they make up for lost time. If your plants have not yet sprouted, they may have been killed by winter weather. You won't know until you dig one up and examine the roots. Snap a few. Healthy roots will be creamy white inside; dead roots will be brown or rusty colored. If the roots are still healthy, replant your butterfly bush. If not, you may have to replace it.
