plant recommendations for screening - Knowledgebase Question

Looking for low-maintenance, slow growing plants/shrubs/grass (no vines) to fit on top of a 7-8 ft block wall fence as a privacy screen/block between my neighbor & me. Ideally something about 2 feet tall, slow growing, evergreen year-round, requiring no major trimming, minimum or little water, fitting in narrow container/planters.
Location: LA coastal, near Santa Monica & Venice. Help please.

I'd vote for planting dwarf evergreen shrubs. Here are a few suggestions:
Chamaecyparis obtusa 'Nana' Hinoki Cypress, HT 3', Width 2', full sun, A slow, globose miniature with dark green foliage. This specimen will grow less than 3" in a year. Chamaecyparis obtusa 'Templehof' Templehof Hinoki Cypress, grows 3-4', This Hinoki is a great specimen. Globose when young this tight growing fan-shaped beauty will grow pyramidal with age. The foliage will turn a bronze color in the winter months. Chamaecyparis pisifera 'Cream Ball' Sawara Cypress, height 2', full sun, silver-white foliage. A compact, dense grower adding 3-6" per year. Chamaecyparis pisifera 'Juniperoides Aurea' Sawara Cypress, height and width 3', a compact and tidy globe form with fine golden plumose foliage. Juniperus chinensis 'Gold Star'
Gold Star Juniper, height 2-3', the spectacular color contrast of this spreader is amazing. The light blue-green foliage is tipped with bright gold. A very easy to care for evergreen, tolerant of poor soils. Hope this short list is helpful.
