Hydrangeas can fail to bloom if they get inadequate sunshine (4 hours of morning sun is perfect), they are over fertilized (too much nitrogen encourages lots of growth at the expense of flowers), late freezes, or improper pruning. You can't do anything about the weather but you can prune carefully each spring to promote new flowering growth.
