are the red pods growing off my large cactus seed pods and if yes how should i take care of them for planting--they are white inside with black specks that look seeds

The cactus fruit is edible if you allow it to ripen, and it will contain seeds which you can save and replant. Without knowing the type of cactus you are growing I don't know if the flesh should be white when the fruit and seeds are mature or if you need to allow it to turn purple before harvesting. I'd wait until the fruit cracks open or falls from the cactus before collecting the seeds. This way you'll know for sure the fruit is ripe.
