can I plant perennials in a raised bed under juniper trees? will juniper needles harm desirable plants?

Juniper needles shouldn't harm your plants but there might be a different concern about planting beneath your trees. Junipers are susceptible to root rot if the soil stays too moist. If you plant perennials beneath them, you may supply more water than the trees are accustomed to. Try to choose drought tolerant perennials or those that thrive in dry soils. This way you won't have to water too much and you'll still get the benefit of colorful perennials. Some plants to consider include Amsonia (Bluestar), Lavender, Artemisia (Wormwood), Butterfly Weed, Baptisia, and yarrow. You'll find more choices in your local garden center.
