can i plant hibiscus on the ground that has ground cover surrounded? will it takes water from hibiscus?

You can plant hardy hibiscus outdoors in your gardening region, but not the frost sensitive tropical hibiscus. A groundcover growing beneath your hibiscus should not cause a problem. It will act as a barrier to water evaporation and will help keep the roots cool. Just be sure to water your new hibiscus well each week to help the roots establish and grow deeply. This way the root systems of your hibiscus and your groundcover will each have their own root zone areas and won't compete for water or nutrients. Enjoy your garden!
