How sad to think someone might have intentionally cut off the top of the spruce! You might be surprised to learn that topping has been an acceptable practice when spruces grow too tall and interfere with power lines. Sometimes Mother Nature tops them with high winds. The news is good, though. Most blue spruces will continue to thrive and some even develop a branch that will grow upright to become the new central leader. It can take up to 10 years for this to happen, though. In the meantime, just enjoy the tree. I think it will continue to thrive.
