|I suspect the soil is compacted so you'll want to dig or rototill it to a depth of 10-12 inches, then spread 3-4 inches of compost or other organic matter over the top and dig or rototill it in. The organic matter will help loosen the soil and will add nutrients as it decomposes. It will also help neutralize any urine in the soil. Level the area and plant your flowers or shrubs. Enjoy!
