|My weeping cherry has a few branches growing straight up and not weeping over. Should I just cut those off?

|The branches growing straight up may begin to turn downward and droop all on their own as they mature so I'd leave them alone for now. You can try to redirect the growth by tying fishing weights onto the ends of the branches. If they continue to grow upward with no indication they will join the other weeping branches, go ahead and cut them off next spring.
