I live in SE Ohio, can I transplant some roses now?

Roses transplant best when they are dormant so if you can wait until after your first hard frost and move them then, they should come through the process without a problem. Wait a few more weeks to move them and they will be well established and ready to grow next spring. Good luck with your roses!
