What you describe sounds like powdery mildew, which is a fungal disease but it is quite unusual on a sago palm. To my knowledge there are no specific controls on sago palms so you'll need to experiment a little. First try hosing it off with water from the hose. If it returns, try a garden fungicide such as Neem Oil (Rose Defense is a good product). Use it on a hidden area first to make sure it doesn't cause damage to the leaves of your sago. If it works without harming the leaves (wait a week to see what happens!) you can apply it to your entire sago palm. Best wishes with your sago palm.
