Right now a lot of trees, flower plants and shrubs are on sale. But it is almost end of Sept. Is it still a good time to plant some perennials? What is the best at this time?

You can plant landscape trees and shrubs in the fall, and perennials, too. They won't do much except get their roots established before winter arrives but they should be all established and ready to grow when spring comes. I'd take advantage of the sales and get them into the ground as soon as possible.
