I purchased a Dogwood Tree from Home Depot about 3 weeks ago. It looked great for the first two weeks and now has dry crunchy leaves. We have watered along with having about 6 inches of rain in this time span. What would you suggest?

Most landscape trees and shrubs will get along with about one inch of water per week. As long as the rain keeps falling, I would stop deliberately watering the tree. Soggy soils can actually suffocate the roots. Just watch the weather report. If you do not get one inch of rain in a week, water your tree deeply. If you do get that inch, hold off on watering. Best wishes with your new tree!
