Bell peppers are heat lovers and it sounds as though your summer weather is gone. I would pick the peppers now before you lose them to frost. They have stopped growing and are simply waiting for harvest. With temperatures as low as yours have been, it's just like keeping them in the refrigerator. They will store for a while but they will taste better if you harvest them now. Enjoy your peppers!
