Flea beetles leave the kind of damage that you describe. For some reason they especially like basil leaves and since the leaves are tender, one tiny bite can turn into a large hole. There's no chemical control registered for use on edible basil so your best defense is to check your plants daily and hose off any tiny flea beetles you see on the undersides of the leaves.
