Adding dirt to a compost pile introduces lots of little microbes which can speed up the decomposition process. However, dirt from a burn pile will have heated up enough that the beneficial microorganisms will be dead so I see no benefit in adding that type of soil to a compost pile. If you're wondering about adding the ashes from a burn pile, you can add them in small quantities, just as you can simply spread the ashes over the garden bed and dig them into the soil. Hope this answers your question.
