I have to seed and fertilize my lawn. What do I do first, and how long do I wait in between?

If you are using a granular fertilizer you can broadcast them at the same time. The fertilizer won't hurt the seeds (they will take about 10 days to germinate - by then the fertilizer will have begun to dissolve into the soil). If you are using a liquid fertilizer, fertilize first, wait a few days, water the lawn and then broadcast the seeds.
