|Some trees just naturally send up suckers. It is their way of colonizing and area and creating a thicket rather than a single trunked tree. The best way to control suckers is to pull them off the roots or cut them off at ground level. After a while the roots will develop bark and the tree won't develop any more suckers. Until then, just keep pulling or clipping them off.
