I noticed yellow bugs on my calypso oleander. Are these harmful to the plant?

Sounds like the yellow oleander aphid and yes, they can be harmful if the populations are large. I'd spray them off the plant with a strong stream of water. Repeat as often as necessary. Since they are soft-bodied insects, insecticidal soap will control them but the residue from the fatty acids can discolor the leaves of your oleander. I'd try hosing them off with plain water.
