White lines on bean and tomatoe leaves...Is it a bug or soil problem

White lines are probably leaf miners - little larvae that tunnel between the upper and lower surfaces of the leaves. They won't harm the plants and they are difficult to control because they are protected inside the leaves. You can squish them to stop their progress.
